Homework of the tender customer: what will make your tender successful
In order for a quality match to take place on the tender site, all tender participants must do their "homework". The leader of the "Light for Hospitals" Program, Yuliya Danyshchuk, regularly announces tender purchases from YBF. We asked our colleague to share an expert opinion on the preparation of tender documentation by the customer:
— Where does the fund submit a tender offer?
We follow the path of public transparent procurement, which is why we announce tenders for key orders on commercial procurement platforms. For us, this is a priority, because a transparent procurement structure helps to get the best price, and to really evaluate the market and the quality of the offered goods and the delivery terms. We place our ads on one of the commercial platforms, namely Zakupivli.pro. Both government and commercial customers can use this platform for their tasks. It has a transparent participation algorithm and a large base of participants, who are given equal opportunities (all participants see the same information and in full), so information about our tender will spread quickly.
— Is there a difficulty in forming a description of the tender requirements?

It’s really difficult. The more expensive the project, the more “layers” it has. For example, we have now announced a tender for the construction of a solar power plant. The complexity of such a tender lies in the fact that it is a complex purchase of goods, works and related services. Accordingly, we need to find not only a supplier who will sell the solar panels, but also one who can do all the work to install them on a turnkey basis, and thus start a whole solar power plant!

Therefore, to announce such a purchase, we must first of all do our “homework”:
– get a technical inspection of the object. This will give an understanding of whether it is possible to implement such a project as a whole: whether the roof is suitable, the wiring, the correct placement of communications, the location of the building, etc.;
– prepare project and estimate documentation (PED). These are calculations of the cost of the project: all necessary materials, works, services;
– pass an examination for approval of the developed PED.
Only after these actions can one proceed to the stage of forming the tender documentation, according to which all participants must confirm the technical ability to perform a specific project. That is, they must prove that they have similar experience, the required number of specialists, and understand the nuances of implementing similar projects.
At the same time as the announcement of the purchase, we also post our draft contract so that participants can familiarize themselves with the terms of cooperation that we offer.
It was different in cases involving the purchase and installation of industrial generators for hospitals. We also procured them publicly, but the tender offer was more about the price of the equipment itself, because 80% of the price was the cost of the product itself, not the work or related services. So it was important to us to make sure that the equipment was of good quality and reliable, bought and delivered at the best price. Transparent purchases allow you to see the overall market, navigate the “price/quality” mix and find the right solution. After all, we have seen examples when companies purchased equipment ostensibly from a Ukrainian manufacturer in order to support it, but in fact this equipment was brought to the territory of our country as spare parts from dubious Chinese manufacturers, and assembled here. And such unscrupulous “manufacturers” set a price much higher than the average market price thanks to the Made in Ukraine label.
— When and for what will you open the next tender?
We have just announced a tender for the construction of a rooftop solar power plant, for which any potential contractor can submit a proposal. This is a tender for the installation and connection of a solar power plant in the maternity hospital of the city of Nizhyn, Chernihiv region. The medical facility has 96 beds, about 900 babies are born here every year and up to 2,000 operations are performed. According to Denys Vorona, the energy manager of the Nizhyn community, one minute without electricity can cost a person’s life. Therefore, the solar station at the maternity hospital is a goal towards which the community has been moving for the last year. And we plan to help with this! We anticipate that we will complete the preparation of the necessary documentation and the signing of contracts on Nizhyn maternity leave by the end of this year.
At the same time, we are preparing tenders for the installation of the same station in Brovary and conducting preparatory work for three more cities.
